Responsible supervisory and managerial work directing and coordinating a multitude of programs within the Fire Rescue Department and managing career and reserve personnel within the division. Determines plan of action for fire rescue personnel to answer and / or respond to calls for fire, rescue, or other emergency situations. Enters fire ground to coordinate and supervise firefighting activities of various companies. Plans for purchase of new equipment and use of new techniques in rescue, EMS, and fire suppression operations. Requires the exercise of discretion and independent judgment. Work is reviewed through conferences, reports, and results achieved.
The Bureau Chief may be assigned to Communications, Special Projects, Operations, Training and Safety, Fleet Maintenance and Logistics, Fire Prevention, or Administrative Duties at the discretion of the Fire Rescue Chief.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Note: The listed duties are illustrative only and are not intended to describe each and every function which may be performed in the job class. Implements and assists fire rescue staff and officers in enforcing standard operating guidelines and protocols throughout the Fire Rescue Department. Supervises division personnel, equipment and events. May assist with investigations and subsequent disciplinary action recommendations.
Responds to major alarms, either fire or other emergencies; provides for response of appropriate equipment and personnel to emergency incidents. May assume incident command.
May recommend the purchase of necessary equipment, supplies and vehicles; and participates in budget preparation.
Prepares and maintains accurate and complete records and files; plans and executes detailed projects; exerts proper and effective personnel management; administers County, departmental and division policies and standard operating guidelines. Performs work related to this job description as required.

Knowledge of fire and EMS operations, including but not limited to: personnel management; rescue, fire tactics and strategy; fire prevention; incident command system; hazardous materials; emergency medical operations; 911 telecommunications, equipment utilization and maintenance; general and financial administration; budget preparation, development, and control procedures. Knowledge of the principles and practices of modern fire administration, fire rescue protocols, and fire safety codes. Knowledge of County Fire Rescue policies, procedures and standard operating guidelines. Knowledge of the principles of supervision, organization and administration in Fire Rescue.
Ability to understand and follow written and oral instructions. Ability to develop training skills in emergency work and use of equipment. Ability to establish and maintain effective working relationships with superiors and employees. Ability to lead and supervise personnel effectively. Ability to plan and coordinate the work of others. Ability to educate and foster good working relationships with the personnel under their command. Ability to maintain accurate records; ability to prepare complex written reports. Ability to express ideas clearly and concisely in written and oral communications. Ability to maintain discipline and exercise sound judgment.
Ability to respond to emergency calls 24 hours per day, 7 days per week.
Certified as a State of Florida EMT and Firefighter. Possession of State of Florida Fire Officer I Certification preferred. Graduation from an accredited college or university with an Associate's Degree in Fire Science or Emergency Medical Services or related field. Bachelor Degree in same preferred. At least six (6) years of fire rescue experience including at least three (3) years of job-related supervisory experience. Possession of a valid Florida Driver's license of an class appropriate to the position.
When assigned to Operations, State of Florida Paramedic certification required. Minimum three (3) years supervisory experience (Lieutenant or higher) in Fire Rescue operations.
When assigned to Communications and Special Projects, must have current EMD certification of a type accepted by the department (or the ability to receive same within one year of hire or placement in the position). Minimum of three (3) years experience in an E911 environment which includes computer-aided dispatch experience.
When assigned to Training and Safety, must be a State of Florida Certified Instructor I (II preferred). State of Florida Paramedic certification required. Minimum three (3) years documented experience in fire rescue training program development and delivery.
When assigned to Fleet Maintenance and Logistics, must have three (3) years experience in the repair and maintenance of a variety of emergency vehicles. Possession of, or ability to receive within one year of hire, certification as an Emergency Vehicle Technician. Possession of, or ability to receive within one year of hire, Fire Pump Certification.
When assigned to Fire Prevention, must possess eight (8) years in the field of public planning or fire administration including a minimum of three (3) years responsible supervisory experience; extensive experience in the principles, practices and procedures of fire prevention. State of Florida Fire Inspector required.
A comparable amount of training or experience may be substituted on a year for year basis for the minimum requirements.
