Fire service leaders throughout our profession face a myriad of constantly evolving challenges and trial. In addition to an ever-expanding technical knowledge base; administrators, commanders, and mentors contend with cultural, financial, legal, and political issues far more complex and polarizing than those encountered by previous generations of leadership. Most traditional education and training programs produce disparate results in preparing personnel at all levels to deal with the challenges they will inevitable encounter.

In response to these training and education short-comings, the University of Illinois Fire Service Institute (IFSI_ has worked since 2012 to develop the Leadership Development and Decision Making (LDDM) Program. This curriculum provides a unique training experience involving highly interactive small group discussions, ethical and moral discussions, tactical decision exercises, simulated exercises and practical application assignments. Using the Socratic teaching method, LDDM instructors facilitate interaction with each of the students to reach outside of their comfort zone through discovery learning, rather than the classic lecture and direction format.

The LDDM Program incorporates seven distinct "Lines of Education" (LOE):
